Due to delays, the effective deadlines have expired and need to be rewritten.

The Minister of Business and Information Technology Andres Sutt (Reform) proposed the withdrawal of the bill amending the Law on Electronic Communications (ESS), the Building Code and the Law on Charges of State.

Sutt said technical changes would be made and the bill would then be resubmitted.

“It is regrettable that various lobbyists and political parties have used tactics to prolong the problem of Estonian state security and Estonians’ access to high speed internet,” added the Minister.

The new amendments prohibit, among other things, the use of technologies from non-democratic countries in Estonia’s security infrastructure. The changes are sometimes referred to as “Huawei law” because they prohibit the use of the country’s technology.

Sutt said the communications market is developing rapidly and the project is necessary to harmonize the requirements of different communications services and to encourage the construction of new communications networks.

“The ESS project is an essential prerequisite to ensure the development of technology in Estonia, so that we can finally move forward with the 5G frequency competitions and provide the Estonian people with a secure and fast connection and protect their rights when using various communication services, ”said Sutt.

Earlier this week, the Riigikogu could not agree on its work program after opposition parties raised concerns with the project. They stated that it had been changed considerably between second and third reading, which constitutes a procedural flaw.
